The responsibility for and supervision of local Baha'i affairs is vested in a body known as the Spiritual Assembly. This body (limited to nine members) is elected annually on April 21st, the first day of Ridvan (the Festival commemorating the Declaration of Baha'u'llah) by the adult declared believers of the community, the voting list being drawn up by the outgoing Spiritual Assembly. Concerning the character and functions of this body, 'Abdu'l-Baha has written as follows: (168:2)
