At the core of this Order stands a revolutionary form of administration. Its function is justice: " The best beloved of all things" . Its guiding principle is the search for truth. Its method is open consultation in an atmosphere of absolute humility and unity. Its purpose is to insure the unimpeded flow of the love of God to humanity (164:6) Headed by an internationally elected body, the Universal House of Justice, an institution upon which has been bestowed infallibility, this Order finds no parallel in the annals of religion. It represents the seed of the "government" which will rest upon His "shoulder" , the furthermost limit of the governance of the children of men, the means by which God will rule man directly (164:7) And now, concerning the House of Justice which God hath ordained as the source of all good and freed from all error, it must be elected by universal suffrage, that is, by the believers. Its members must be manifestations of the fear of God and daysprings of knowledge and understanding, must be steadfast in God's faith and the well-wishers of all mankind.
